To make it, all you'll need is a pretty, qualitative fabric. We say qualitative because a bottle of wine (or alcohol) is relatively heavy. So it's vital to choose a sturdy fabric, like linen! But a nice thick cotton or even an embroidered jacquard will do just fine.
The idea being, of course, to choose from fabrics you already have.
